Submitters between the ages of 13-17

For submitters, between the age of 13-17 based in US, is it mandatory that they have to submit the skill under Amazon/Alexa developer account of the parent? or they can open their own Amazon/Alexa developer account?

    Hi Guys - Mandatory that the adult submit to the store under the adult's account. There are terms of service for submitting to the store that require an adult's consent.

    Which skill was picked in the 13-17 based US category ? The finalist list seems to be only over 18+.
